Traditional plungers can’t build significant pressure because they form their seal around the drain. This is a poor location as it enlarges the size required and that means that more force is needed to maintain the seal. If the toilet is siphon jetted, things can become impossible. In this instance, water pressure is free to move back and forth through this small port instead of toward the obstruction, which offers more resistance. Instead of a functioning toilet, one often ends up with a wet floor, a bowlful of muck and a really offensive odor.

Moving the seal to a location inside rather than around the drain reduces its size and the force required to do the job.
